他应该是指 denied 之后直接用动词 steal（或其他形式）接下去。
学校应该是在学动词的用法吧......
还是等他回来说明一下。

Put the verb into the correct form, ~ing or to... . Sometimes either form is possible.

I don't enjoy --- very much. (drive)
I can't afford --- out tonight. I haven't got enough money. (go)
Has it stopped --- yet? (rain)

I am just wanting to help you [I just want to help you] - Stative verbs are normally not used in continuous tenses.

我感觉两个都OK，我可以找到的最接近 (be)+[adverb]+not... 这种结构的例子有

很少语法书提到这个，只好参考Google Search，看阿明阿莲怎么说......

"is not normally used" 找到约 2,950,000 条结果
"is normally not used" 找到约 2,290,000 条结果

"are not normally used" 找到约 2,520,000 条结果
"are normally not used" 找到约 1,790,000 条结果

"is not usually used" 找到约 4,090,000 条结果
"is usually not used" 找到约 11,900,000 条结果

"are not usually used" 找到约 3,840,000 条结果
"are usually not used" 找到约 9,920,000 条结果

两种方式都有上百万条结果，“is usually not used" 更是上千万条结果，似乎 [be]+[frequency adverb]+not+... 被广泛接受。
至于对错的问题，最好去请教你的教授......

broken 意指对该语言不熟悉，说话吞吞吐吐，频频犯错，
这则是放置副词的问题，两者扯不上关系。
