你说了什么？

what are you saying
你到底在说什么？

are=怪

it should be "what did you say."

In this case “did” is an auxiliary verb that used to form a question.
It takes the tense, while the main verb "say” does not take the tense.
So， the main verb will remain in present tense.

因为你要问人家讲了些什么。
人家已经讲了所以已经是past tense 就要用did.
然后did 是类似助词已经表达了那个问题是否发生了，所以过后的动词是不需要换去past tense.
